1. All persons in pit area
must:

A: Be 16 years of age & have driver’s license for

C. Sign in as a Driver or on a racecar’s pit crew
D. All forms of pit pass identification must be
visible. If you leave the pits for some reason, you must get an OUT/IN pass to get back in. If you fail
to have said pass, you will have to pay again to get back into the pits. [Any
one caught cheating on pit pass, will face a $100 fine before they may return
to Speedway, PLUS if we know you generally belong to a certain car, we may
disqualify said car.]
[NOTE] YOUR ARMBAND IS YOUR PIT PASS RECEIPT. IN CASE OF AN RAIN OUT, ETC,
D. No radios, coolers or Alcohol in pit. Absolutely No Alcoholic Beverages will be consumed by driver or their pit crews prior to, or while competing at Spoon River Speedway. No illegal drugs allowed at any time.
E. FOR SAFETY
REASONS: ATV 3 wheelers & 4 wheelers, will be allowed in pits. Must
have car owners name on it: [No Motorcycles] 5 Mile Speed Limit. Anyone driving careless will lose this
right. No personal vehicles allowed in pits, unless they are working for
S.R.S. Vehicle must pull or carry race car.
2. All cars and drivers must be
registered in track office.
3. Driver: Must be at least 16 years of
age, or accepted Insurance Rule for 14 & 15 years of age to drive in a
beginners class, with a notarized consent of parent or guardian for anyone
under 18. Must have SHCA or Shell type full type helmet and competition seat
and shoulder belts. Fire suit required except in Truck and Hornet classes.
Championship races must have prior approval for a driver change; Driver is
spokesman for the car. Never drive with arm, elbow, or head sticking out of the
window. Helmets and seat belts must be worn when car is on track. Driver may
drive in more than one class. He must
pay a pit pass for each class he drives in.
4. CAR: Must past safety inspection
at all times. Roll cage must consist of continuous hoops not lest than 1.5 inch
outside diameter, and must have a wall thickness of at least .095. Cage must be
frame mounted in at least 6 places, and consist of a configuration of front and
rear hoops connected by tubing on the sides or side hoops. Driver’s head must
not protrude above cage with helmet on. Roll cage must be securely supported
and braced. Top hoop must have cross bar. Protection of feet is mandatory. Bar
across back of engine with vertical bars and rub rails, or similar protection.
No brace bars forward of cage may be higher than stock hood. Driver’s door bars
must be parallel with ground as possible, and located perpendicular to the
driver so as to provide maximum protection for driver, but without causing
difficulty in getting in or out of vehicle. The bars must be welded to the
front and rear of the roll cage members. No brazing or soldering. Door bars
less than .095 thickness, should have 4 bars at lest 1&1/2 inch diameter.
May modify cooling system. Must have workable starter. . Maximum of one 2
barrel or one 4 barrel carb naturally aspirated, no fuel injection, no electric
fuel pumps, no magnetos except late model, no nitrous oxide, no aluminum
blocks. See class car rules.
SAFETY RULES: Must have exhaust system, firewall front and
rear, floor boards, minimum ˝ inch wheel studs, fire extinguisher, racing type
seat belts, drive shaft loop, paint drive shaft white, suitable wind shield in
front of driver, and must have toe hooks front and back. Loose
objects must not be used in driver’s compartment or outside of body or hood
area. Any weights added to other areas of vehicle must be securely mounted,
painted white or silver with car number on it and attached with at least two ˝
inch bolts.
Window net required in Hornet class, recommended in
all classes.
Weights
must be inside body, not inside of cockpit roll cage, above rear deck, or on
rear bumper.
CAR INSPECTION AREA at turn 1&2 infield area,
will be limited to car driver, one mechanic for car, and track officials. NO
OTHERS! Top 5 [Watch Scoreboard] must
go directly to inspection.
5. Battery: Must be securely mounted and
shielded. Marine type case or container if inside car. Page 2
6. Fuel Cell: Required in all classes,
except Hornet. Must be no larger than 32 gallon maximum capacity, completely
enclosed in steel container, no aluminum allowed, with two 1/8 x 2 inch straps
surrounding them. Minimum 1&1/2 inch O. D. tubing braced loop behind
cell. This must be in place at all times. Fuel cell cannot be lower than
bottom of axle. UMP rule may differ.
7. Bumpers: Must be securely mounted to
race. End must be rounded or capped. No share edges any place.
If capped, no more than 6 inches may stick out past
frame, supports, or rub bar, which ever is farer out.
8.
Transmission:
Must be bolted to engine bell housing. Driver must be able to [with engine
running] stop car, shift to forward, neutral, or reverse on demand from
steward. Must use explosion proof bell housing on cars with clutch bolted to
flywheel.
9. Numbers: 18 inches high on roof
facing grandstand and on each side of car. No more than three numbers
6-inch high number required on passenger
side of windshield in Hornet class.
10. Engine Claim & Protest: Any division, which has an
engine claim, will follow these rules unless noted differently within their
division.
A.
Only
driver and officials allowed in engine claiming area.
B.
Amount
of money must be cash or certified check.
C.
Claim
does not include valve covers, stud girdle, rockers, push rods, intake,
flywheel, fluid damper, headers, bell housing, starter, sending units, fan,
pulleys, clutch linkage, dip stick, water pump, distributor, plug wires, oil
pump, or pan.
D.
Top
three finishers of feature are subject to engine claim, in order of finish [
winner must be claimed before 2nd place can be claimed, etc.] by any
driver finishing 4th on back, who take checkered flag in said feature,
is on same lap as 3rd place driver, and still running. Top three
finishers of feature, plus any driver wishing to make a claim, must drive their
car directly to claim area [start finish line] after finish of their feature.
Any of top three finishers who fail to do this, will be disqualified for
program and lose all money and points for said event date. Driver may claim
only one engine per date. After claiming driver tells steward he wants to
claim, and steward has asked claimed driver, claiming driver must continue with
claim or face refusal rules. Claim must be made and given to chief steward
within five minutes of completion of feature. First sale or no sale by driver
being claimed is binding. If driver refuses to say yes or no, it is considered
a no sale. The driver whose engine is being claimed has the right to refuse the
money and instead swap engines with the claiming driver. Once sale or swap is
agreed on, drivers involved will shut their engines off and wrecker will take
car or cars to their pit for removal. ONLY TRACK PERSONAL allowed in pit stall.
Refusal to sale or swap will prohibit car and driver from receiving any money
for that event, plus loss of all season points and no claiming rights for one
year from date. Each driver must pay wrecker $25 in case of swap.
E.
Driver
may claim only two engines during the calendar year. No one may claim another
driver more than once per racing scheduled year.
F.
Engine
claim may not be in effect for some race events.
G.
Claimed
engine will be removed within a reasonable time, usually one hour, from time
claim is made at track. Claimed engine will be inspected by claimer. Once
removal is started claim is final. Claimed engine will be removed by crew of
claimed engine. Any sabotage to engine, saboteur will be suspended. Tear down
will be done by car owner’s crew.
H.
Car
number must have completed in over 50% of races ran in this years schedule to
be able to claim.
I.
Claims
in UMP Modified class will follow their rules.
J.
Promoter
has right to claim any engine in any class. Engine will be auctioned that event
to highest bidder [over claimed price] from the active registered drivers in
claiming class for this event date.
K.
ENGINE
INSPECTION & PROTEST – Only a driver, within said class, can put up money
to have an engine inspected by notifying chief pit steward on front
straightaway anytime prior to feature or within 2 minutes on front straightaway
at end of feature. You cannot protest
or have inspected someone you beat.
11. First time registered car not meeting track
specifications, may run once if car is safe. If car has a competitive advantage, such
as illegal tires, he may run once starting on rear and will receive last place.
12. For Mid Season Championship
Race, race car [number] and driver in any class with 24 or less cars will line
up with high points up front for feature and heats. Classes which will require
semi races will have top 12 locked in for feature. Any new car will start back
of a heat. Any car or driver, regardless of times at track may win.
13. For Season Championship
Race, race car [number] and driver in any class with 24 or less cars Page 3 will line up with high points up front for feature
and heats. Classes which will require semi races will have top 12 locked in for
feature. Any new car will start back of a heat. Any car, regardless of times at
track, may win
14. No racing purse checks
cashed at speedway.
15. No hot laps allowed during
intermission. No practice at end of event unless approved by head track
official.
16. Promoter has right to hold
special events. These may or may not be on a regular race night.
17. START of ALL RACES will have
front row side by side. Driver on pole sets pace and will start race at turn 4
pit cross entrance road. A cone may be placed there. There will be NO COMPLETE
RESTART. Driver or drivers found at
fault for any red or yellow flags will start at rear of pack
18. RESTART: There will be NO
complete restart. We will attemp to start race twice in double file order, with
driver who causes flag being placed on rear.. After 2nd try fails to
get race started, or after first yellow flag drops during racing laps, all
restarts will be single file. Lead driver will restart between turn FOUR and
CONE in middle of front stretch with a smooth restart motion. NO PASSING BEFORE
CONE. Must stay nose to tail. NO WEAVING BACK AND FORTH after passing flagman
with ready to go flag shown. No brake check starts. Drivers may cool tires only
during turns and must be in single file down front straight away and on back
stretch. Any driver who causes uneven start will be sent to back. Judgment
calls are difficult to be right on all the time. We will try to pick driver at
fault for accident, and will give the driver taken out his spot back, sending
other driver to the rear or to the pits if we think he did it on purpose and
may receive additional punishment. Example of this would be a driver hitting
another in the rear causing a spin. If two drivers are running side by side and
cause a yellow, both may be sent to rear depending on what we see. If we think
a bumped car went ahead and spun himself out we will not give him his spot
back.. If driver feels he is lined up incorrect he may ask pit steward on
middle of front straightaway. Cars must
join lineup on demand, unaided, or go to rear. Exception is uninvolved car
being shut off for a red flag. It may be pushed with no penalty. [See rule # 20
19. Once a yellow or red flag is
displayed the lineup for the next
green flag reverts back to the last lap scorers can properly complete.
20. Any driver who unassisted
causes two yellow flags, or a car that must be push started two times in any
race due to restart, will be sent to pits for remainder of that race. Any car
involved in a flag, which is not his fault, may be push started with no
penalty.
21. No one allowed on track
during yellow or red flag periods. [Includes driver except when he must exit
for a safety reason, or is told to by steward or wrecker crew]. Car of pit crew
or driver will be penalized.
22. Car entering pits during
trophy dash or heat race must remain in pit. For semi or feature car may pit
and return any time safe. Steward will let car out of pit. During yellow or red
flag period car will restart on back.
5-MPH SPEED LIMIT in pits. When in pit area, maintain a constant watch
for your own protection.
23. Black Flag will be given
for: Careless or intentional rough driving, hood coming up blocking driver’s
view, driver intentionally bringing out a yellow flag, flat tire, loose parts,
and etc. Any car black-flagged will go to the pits. Car is not scored for laps
ran while under black flag.
24. Disciplinary action will be given for: Anyone
who argues or is a troublemaker. Driver getting out of his car on the track to
argue. Any car found with a sharp object welded to it to cause damage. Driver
giving finger to someone, Fighting, bumping after race, etc. There are no
spectators in the pits. Anyone, who is in your pit most of the time, will be
considered as pit crew. Disciplinary action given to driver and or pit crew
will usually apply to the car also.
25. Packing track – 6PM is
normal starting time. All cars must, when called upon, put in a minimum of 10
pack track laps. Hornets & E-Mod
6:00 to 6:10, Modified 6:10 to 6:20 & All Late Models 6:20 to 6:30
Cars who consistently sign in after 6PM may receive
only half of their points and feature purse pay. Driver will be warned in
advance. Cars which are called out to pack the track a minimum of 6 laps in
the mud, {Not just drive in packed area} and fail to come out during their pack
period may also have their purse money and points cut in half. Stewards and
tower will count car laps.
26. Any injury must be reported,
on the same event date, to speedway office. Patient is responsible for any
ambulance call or service. Speedway is not responsible for any damage to
property or any medical bills.
27. Rain: In event of rain,
usually half time will constitute a complete program. Notice will be given Page 4 for make up race date. If 50% of race has been run,
it will be considered complete and will be paid as if the race would have been
restarted by official’s lineup. – See 20 Point Rule Page 4
28. No driver, car owner or crew
member shall have any claim for damages, expenses, or otherwise against the
promoter, speedway officials, or Spoon River Speedway by reason of
disqualification or damage either to car or driver or both, and they agree
track is in a safe condition if they take part in the racing activities.
Promoter may refuse to accept entry of any car or driver.
29. Official’s decisions on
rules and scoring will be final.
HEAT
NOTE: When a yellow or red flag comes out after leader has taken white flag,
race will end and restart list will be final score. Length of race will not exceed 2 minutes per
lap.
FEATURE
NOTE: When a yellow or red flag comes
out after the leader of the race takes the white flag, and he can get to the
checked flag without contributing to the problem, the race will end. Any car
involved in the flag problem, or must go thru the flag problem area, will be
scored by what a restart lineup would be.
If
leader must go through the danger area to get checkered flag, the race will be
restarted with one lap to go. The flagman, who must make a quick decision,
rules this condition.
Effective after one complete restart, or at least one lap of race is
completed, we will not remove any laps off of scoreboard for additional yellow
or red flags. We will not add a lap to make it the end of a race.
30. No Derogatory or Distasteful
Statements on any racecar, or hauler. Officials have final decision. Failure to
remove said material would mean disqualification.
31. The rules and regulations
set forth herein are designed to provide for the orderly conduct of racing
events only, and to establish minimum acceptable requirements for such events.
No implied warranty of safety shall result from publication of, or compliance
with these rules and or regulations. They are intended as a guide for the conduct
of the sport, and are in no way a guarantee against injury or death of
participants.
32. NOTE: [All Classes For Your
Safety] No wheels are allowed that do not meet the specifications and
tolerances of the tire and rim association. Don’t use rims that require high
air pressure to seat the beads. This is very dangerous. Specifications are
available from the Tire and Rim Association Inc., 175 Montrose west Ave.
# 150, Copley, Ohio, 44321. Any driver running
pressure so low rim is digging into track, will be sent to pits.
33. Any rule covered or not
covered will be interpreted by officials and management. Management of Spoon
River speedway reserves the right to change any rule or interpretation of any
rules at any time in the interest of better competition or safety.

Anyone who writes a BAD CHECK to SRS will be charged an additional $20 over check amount to
correct problem. If not paid in 2 weeks, it will be turned in to States
Attorney.
WASHED
or LOST CHECKS. We will rewrite you a check
after 2 weeks, if it has not went thru bank,

Season
Points, any Point Fund Money, and Awards ------ [Go to registrated car number]
Points will be awarded for all races car attends and participates in which is held on a regular Saturday night. Points start with opening date and ends with Season Championship Night. All cars on current point sheet, which attend special races, will receive 30 points. New this year is if races are cancelled after end of draw dead line and race is not called a complete program, all attending driver car numbers on draw sheet will receive 30 points for said date for supporting Spoon on a rainy event. E-Mods may be required to run with Modifieds. Any car number on current point sheet who attends this years Modified Fall Nationals, will receive 30 points carried into the following season. Owner of this car number may change classes the following year and take the 30 points to car’s new class.[Any new class, will start all drivers at zero points] Drivers who participate in more than one class, for Lifetime Spoon River Points, driver will be credited with points from highest class finish.

Car must be in raceable condition, when it comes to track, to receive points.
1.
Anyone signing in after 6 PM will start in rear of heat.
2.
Cars will draw for starting position in heat. Heat race and Semi if
needed will decide who starts the feature.
3.
Low draw number starts on front of heat. Note: Hornets may be lined up by average points
4.
Cars will be lined up on front straightaway for all heat races. Driver
has two minutes to be in his correct spot. Drivers who fail to join line up on
time will start at rear of heat.
Continuous infractions will cause driver to start on rear of
feature. Drivers may not change heat
races. Semi races will use
heat rules.
5.
For feature race driver will line himself up on front straightaway
according to numbered stalls painted on front wall. Drivers have 2 minutes to
line up. Failure to go to correct stall will put driver at rear.
6.
To make feature, driver must qualify through heats. Cars will be lined
up according to how they finish heats, except for Driver of last Heat will draw
to invert up to a maximum of 10 drivers.. Drivers are expected to line up in
correct stall for feature. NOTE: Mid
and Season Championship races start high point cars in front with minimum of 12
locked into Feature. Tuff Spoon 100
starts high average cars on rear.
7.
Promoter has right to change line up, car count, number of laps, purse,
or line up procedure for any race.
HEATS: Draw for start. CAR COUNT IS
DETERMED BY END OF DRAW AT 6 PM
